I think B - Guest Access in Users is wrong. That only allows guest access and a few simple settings like being able to share your screen, messaging, etc. Nothing about Meetings. The requirement for guests was specially about meetings: Contoso identifies the following meeting and live event requirements: Requirement1: Guest users must be able to join live events. Requirement2: Guest users must always wait in a meeting lobby. Requirement3: Contoso users must always bypass the meeting lobby when they join meetings by using the Microsoft Teams client. C - The Global Meeting Policy makes way more sense in this scenario (at least for the 2nd and 3rd requirements) TAC > Meetings > Meeting Policies > Participants & Guest has those settings. Specifically Automatically admit people - people in my organization. The 1st requirement is specifically about live events (Requirement1: Guest users must be able to join live events), but there is no live event option here.

You are incorrect, answer is B. The question is asking to meet the Technical Requirement, which is "Guest users must be prevented from making private calls". The requirements you mentioned below are "meeting and live event requirements", NOT "Technical Requirement"! Requirement1: Guest users must be able to join live events. Requirement2: Guest users must always wait in a meeting lobby.
