This is incorrect. You can 100% enable Proactive HA without enabling vSphere HA, try it and you'll see. Secondly, if you turn DRS off, a message appears underneath Proactive HA telling you DRS needs to be enabled , before you can enable Predictive HA. So the answer can only be C.

Tested on my cluster, and confirmed you can enable Proactive HA without enabling vSphere HA. Secondly, if you turn DRS off, a message appears underneath Proactive HA telling you DRS needs to be enabled , before you can enable Proactive HA. So the answer is C.
