BC is correct Navigate to the problem form. Right click on the form header of the problem form. Select (Configure >> Form layout) In the top left-corner of the form designer, change the default view to Assess Dialog Form View and you will see the OOB criterial to meet to move the from view from NEW to ASSESS.
In case of Problem task record Short description and Assigned to fields are mandatory for moving the state from New to Assess. You can check this on your instance on a Problem task record.

I change my answer to BC because in the book it states the State and Assigned_to fields as default required fields.
We have this demo in video through the CIS ITSM On Demand path
Business rule "Update Problem State to Assess" changes state to "Assess" when fields "State" and "Assigned to" on "assess_dialog_form_view" are provided.
I scripted a record with empty state and empty short_description and it moved to assess.
The question is not which fields are mandatory, it's which fields when chosen change the status to Assess, and it's CD. Create a problem without a configuration item or Assigned to, then add them and save the record. You will see that it automatically goes to Assess.

Just now tried in PDI, as soon as we enter the short description and assigned to and save the form, the problem moves to Assess state automatically.

The Correct Answer is B and C. Although it does not make sense. However, it is configured in that way that system checks for State and Assigned to values. The configuration is in System UI > Form Sections > Assess Dialog Form view.
Question is tricky, but page 337 in the guide confirms it with no mention of the Short Description field.
