B and D are both correct 5.2.4, page 120 "Emergency changes are not typically included in a change schedule, and the process for assessment and authorization is expedited to ensure they can be implemented quickly. As far as possible, emergency changes should be subject to the same testing, assessment, and authorization as normal changes, but it may be acceptable to defer some documentation until after the change has been implemented..."

The correct answer is D. 5.2.8, pg 120, Emergency changes are not typically included in a change schedule... it is not B because that same paragraph states "As far as possible, emergency changes should be subject to the same testing, assessment, and authorization as normal changes, but it may be acceptable to defer some documentation until after the change has been implemented" this means authorization is still required before change implementation, but documentation of that authorization can be deferred, not the authorization itself.
