The two routers cannot form a neighbor relationship because they have the same network ID. In Integrated IS-IS, neighbors must have different network IDs to establish a relationship. To ensure that only the aggregate route is announced and no specific routes are being leaked, the 'summary-only' keyword should be configured on the aggregate command. This option helps to suppress the advertisement of all more specific routes that are part of the aggregate. This method is effective now and will continue to be effective in the future if other networks are added under the aggregate.

Weight is the first attribute in the BGP path selection process. Since the prefix from 192.168.0.2 already has a weight of 651, setting its weight to 0 would ensure that the router will prefer the prefix from 192.168.0.1 regardless of other attributes. This will force the 10.11.11.0/24 prefix to route via the next hop of 10.0.0.9, making it the primary path when available.
