For me, the answer is A and C. The information gathered does not talk about monitoring tools so you should not assume anything about that like suggest B. On the other hand, the rest of the answers (D,E) are explicit in the information, and already exist in the environment, you cannot take decisions about that so redundancy and SLA are Constraints.

They already stated that the management cluster has an N+1 redundancy, so you're not assuming that information. B and C for sure. They didn't mention monitoring, but you can't reach 99.9% availability without monitoring in place, if they want to add infrastructure and want to maintain that availability, they are assuming the monitoring can handle the new load.
