Going to go against the grain here... B is correct. Here's why. Yes - you'd have a Federation and in that instance, you'd want to use policy-driven configuration for objects. In the admin guide, see 'When to Use Policy Mode or Manager Mode'. "Most new deployments should use Policy mode. NSX Federation supports only Policy mode.
