if there isn't much budget available for a new site, probably you have to collapse Management/Edge/Compute, the minimum requirements for any cluster in VMware Validated Design is 4 ESXi nodes to support N+1. Now if vCenter is not v7 or later you will have to migrate al pNICs to N-VDS unless you have NICs available to separate them between VSS and N-VDS or budget to add new NICs on the servers (this is not the case).
