What is the underlying reason for this problem?
The administrator is unable to move a storage resource due to the absence of Storage DRS (Distributed Resource Scheduler). When Storage DRS is not enabled for the cluster, it prevents the movement of storage resources between datastores automatically or manually. Enabling Storage DRS allows for automatic balancing of storage resources based on space and I/O load.
