What happens to a VM within an oVDC which uses the Pay-As-You-Go allocation model if there are insufficient resources?
In a Pay-As-You-Go allocation model, resources are not reserved ahead of time. If there are insufficient resources available when a VM tries to power on, it will fail to do so due to the lack of allocated resources at that moment.
In the pay-as-you-go model, no resources are reserved ahead of time, so a virtual machine might fail to power on if there are not enough resources. https://docs.vmware.com/en/VMware-Cloud-Director/10.4/VMware-Cloud-Director-Service-Provider-Admin-Portal-Guide/GUID-17097217-0DCD-48C2-B4D3-0AA8E4C37D95.html
