I'm validating this in a live env, vRA 8.3 on-prem, that has cloud account for ALL cloud, (yes I'm lucky to have that). when I did into Assembler>Infrastructure>Configure>Network Profiles and view each of the options in this question, only 'NSX (vcenter)' and 'VMware on AWS' even show an option for 'Manage IP Ranges' when selecting a network. This option IS NOT available for the public cloud options. This questions is 100% AB.

C & D I think outed An on-demand network type. Routed networks contain a routable IP space divided across available subnets that are linked together. The virtual machines that are provisioned with routed networks, and that have the same routed network profile, can communicate with each other and with an existing network. Routed networks are an on-demand network type that is available for NSX-V and NSX-T networks. Microsoft Azure and Amazon Web Services provides this connectivity by default.
What does this have to do with assigning an IP to a workload?
