For those who are voting C: Since Site A will be powered down (Planned Power Outage), vCenter will not be able to power on VMs at Site B. Therefor, the correct answer is B.

As I understand it, you'd be executing a "planned failover" however I don't believe that is an option within the product. Assuming this is triggered before the power outage, one would be executing a "Failover Plan" - call it whatever you want.
