Can't be B are you are migrating a a physical server not recovering a VM. D is the only option that makes sense.

Key word here is migrate, Instant vm recovery doesn't mean migrate.

Normally I'd say lets just use the instant VM recovery because it's "easy" but the question doesn't specify that the physical server has already been backed up. So we should probably assume it's not backed up.
But to be able to export the disks in the first place, you need to have backup. It's even in the official documentation under Exporting Disks: "You can restore computer disks from Veeam Agent backups created using Veeam Agent for Microsoft Windows and Veeam Agent for Linux and convert them to disks of the VMDK, VHD or VHDX format." To Migrate the server you need instant recovery , restoring only the disk or exporting it will not assure that the file services will be running
If backup is in place then instant recovery it must be I believe.
