The only catch difference I see in options B and C is : Application and User Location Diagram while the question never talked about geographical distribution of the applications hence I am leaning towards C too. what do you think ?

I agree with your view. I agree that C is the answer as the user location matrix is not adding any value here. Furthermore, the "Data Entity/Business Function" matrix address one point which is to identify which non-procurement system would need to be integrated to the procurement system.
