I am inclined to agree too. My only reservation is that B jumps from target architecture (which is fine) directly to the transition planning activity, with no mention on baselining. From my understanding, baseline and gap analysis step is "core" activity of TOGAF, in both baseline-first and target-first approach.

This is a tricky question. This is more about bounded change initiative were the target is well understood. So we are talking about target first approach. B and D both talks about target first the difference is that D talks about bringing structure to the change which is under Foundational change initiatives when the scope is to understand the nature of the problem. In this scenario, the outcome is well understood and the focus is to use the target as a basis for the analysis to avoid perpetuation of baseline, sub-optimal architectures. Why so? I am actually quite confused as to why another similar question carries the answer of diving into the technology architecture, when this is a scenario that is clearly affecting applications?

I am inclined to agree. My only reservation is that D does not touch anything about transition, which seems to be a key part of moving from the current silo-based architecture..
