I think the correct answer is A. I believe the Architecture Board would review and then do the allocation.

I would've select B but the "You define the architecture principle" is obviously wrong as it's the role of business executive. I believe A is the "least wrong" answer.

Sorry after reading 5.5.4 Principles, I've mistaken Business principle define by execs and Architecture principle that yes, are define in Preliminary phase. Right answer is B.
