Which I believe then makes answer C as the correct answer. Even Osanimm says correct answer is C here which corresponds to D on the url you have shared.

I definitely agree that D is not the correct answer but was still torn between A and C. Reason being, even if I go through the in-depth comment by osanimm & islam shady, the TOGAF specification clearly indicates that the baseline should be developed (it is a core activity), in a target-first approach. Option A seems to suggest that the baseline is omitted and goes from target to transition planning... Am I missing something
