Filter - Select - Keep All Values Show all values is wrong, as condition is to change the bar chart data when clicking on different city, which is only possible with Keep All Values. Show all values allows deselction of filter when clicking on same city again.
I think the correct options are Filter--->Select ---> Keep filtered values
The data in the bar chart must change only when the user selects a different city => Filter--->Select ---> Keep filtered values
Filter, Select, Exclude all values
Answer is Filter --> Select --> Show all values Select on a city to filter and clicking else where shows all values.
