Even though D is true, it doesn't answer the question, so I'd say A but it's not really clear.
I think A It says that it is billed based on compute-hours which are charged per second, with Snowflake determining the size which depends on the compute needs.

Serverless features are billed per second. And there is no parameter by name SERVERLESS_FEATURES_SIZE. So A should be correct.
