When can a Virtual Warehouse start running queries?
A Virtual Warehouse can start running queries when its provisioning is complete. This means that once the resources needed to start the warehouse are allocated and set up, the warehouse can immediately begin executing queries. There are no specific time slots or administrator-defined times required for the warehouse to start operating.
https://docs.snowflake.com/en/user-guide/warehouses-overview.html "Warehouses can be started and stopped at any time."

And "If cost and access are not an issue, enable auto-resume to ensure that the warehouse starts whenever needed.
