In Scrum, the Development Team is expected to be cross-functional, meaning they possess all the skills necessary to deliver releasable software increments at the end of each Sprint. They are not dependent on others outside the team for delivering work. Therefore, they should have all the necessary skills to complete the work items in the Product Backlog.
