The Product Owner is responsible for maximizing the value of the product and the work of the Development Team. One of their responsibilities is to manage the product backlog, and they can decide to cancel a Sprint if the sprint goal becomes obsolete or irrelevant. Hence, only the Product Owner has the authority to prematurely cancel a Sprint.
