Since the team's Definition of Done requires creating or updating technical documentation, it is the responsibility of the Development Team to ensure that the Increment meets these criteria. Even if the technical writer is on vacation, the Development Team still needs to ensure that all aspects of the Definition of Done are completed, including documentation. Therefore, the Development Team members should write the documentation themselves to ensure the work is done in conformance with their Definition of Done.
