I understand The development team is self managing, but it has been said in terms of work allocation, progress tracking, daily scrum, sprint backlog management etc. It is not interms of that they have the power to remove someone from the development team (Which means from project.). This duty always lies with management which means Scrum master and product owner. Scrum master is responsible to remove any impediments so in collaboration with PO, SM has the right to suggest management to remove person from the development team.
