The Product Owner is responsible for ensuring that the Product Backlog items are understood to the level needed. This is because the Product Owner is accountable for managing the Product Backlog, ensuring it is clear, transparent, and prioritized to maximize value. They are also responsible for communicating with the stakeholders and the Development Team to ensure everyone has a shared understanding of the backlog items.
I doubt between PO or Dev Team. I think it’s also not wrong to let the dev team actively query the PO until they have the confidence about their understanding. In this POV the responsibility lies on the dev team.
