Answer is C. Only merging needs delete access. Here they are saying you just need to see the lead records . And view all makes sure they see all the record even if they dont have access
The answer is D - a user needs both Read and Delete permission on the Leads object. Since the states that the user is creating leads, this implies they can read the also read them (go into a test org and check for yourself...upon selecting create, edit is automatically checkboexed as well) meaning the remaining setting this user needs is the DELET permission on the Leads Object

Its "D" for sure. I tested it in a demo org. "View all" does not activate the "Find duplicates" Button. You have to select "Delete" on the permission set / profile in order to see the "Find duplicates" Button. I admit this is a difficult questions and also the help article is missleading...
Question is just to find. So delete is not necessary
