You need to set Category on the Feature to group them under tabs
B is the correct answer! Option layout will be present in the Bundle product, not in it's features. Choosing Category on the features will group the features in tabs.
Option A puts all the features into tabs, but the question mentions that an additional layer of categorization is needed, hence B is correct answer.

There's no such field as "Option layout" on Product feature object - there's only "Option Selection Method". "Option layout" is created on Product object.
