In this scenario we do not want an email to be sent when the oportunity is created so answer A is false. We do not want an email to be sent when the oportunity is created and updated (updated=edited) only because it may be updated but not neccessarily closed so answer B is false. Only when the criteria is "closed" (not previously met) can an email be sent but to change the stage to "closed" we need to update (edit) the opportunity. Hence answer C appears to be correct, IMO.
