To delete pending time-based workflow actions, the system administrator should delete the actions in the Time-based Workflow queue. This queue contains the list of scheduled actions that are set to execute based on the workflow rule's criteria and timing. Deleting the actions directly from the queue does not affect the workflow rule itself, allowing the administrator to continue testing or making adjustments without disrupting ongoing processes.
Where can you access that queue?
Setup->Monitor-->Time-Based Workflow--> Then search record and delete
The workflow rule has to de deactivated
The workflow rule can be deactivated but it is not a must. Actions in the Time-based Workflow queue can be deleted without deactivation of the workflow rule, however, whenever the criteria are met again new actions in the Time-based Workflow queue will appear again, IMO.
As it mentioned as a test, I would just remove the action rather than deactivating
