C Option 2 (Identifying activities) is not a primary focus of product-based planning. It is more related to activity-based planning, which is a different aspect of project planning in PRINCE2.
As per Fig 9.6, identifying activities is not a step for product based planning.
As said product flow diagram is the only optional step here. Identifying Activities and Dependencies is a fundamental step coming immediately after the Defining and Analysing the Product step.
