The question states it is during the initiating a project process. Page 208 section 16.4.7 for 'Create the project plan', "identify and confirm resources required. Confirm the selected people's availability".

This is clearly a risk as the impact is not certain. First risks need to be identified and assessed and only after we can plan how to cope with them.
