For me its definitely D. Reason being that PM can undertake the TM role if he possesses specialized knowledge, but should not be applied in vice versa, because, it can be that PM has experience as a TM, but not vice versa. With regards to 19.5.3, this refers to delegating (with responsibility remaining at the PM), which is very different from not having a PM at all (like in the scenario of the question)

Is there any way to know what is the actually correct answer? My pick would be option A, because option D is definitely not correct - many responsibilities are shared between PM & TM. PM can take the TM role in small project so the vice versa may also be applied in this scenario.
