It is C as project budget includes change budget so no need to rise the project budget

I think it should be option B as the project manager need to update the business case with updated cost at the end of each management stages. And I believe the change budget is part of the project budget!

Sorry now get it, the primary project budget includes change budget, so the project budget remain unchanged.
