A is correct, 13.3: Context The effort involved in starting up a project will vary enormously from project to project. If the project is part of a programme, the programme itself should provide the project brief and will appoint some, if not all, members of the project board, thus eliminating much of the work required in this process. In such cases, the project manager should validate what is provided by the programme and, if necessary, recommend modifications.

The correct answer is D. Verifying the project approach and capturing previous lessons You do not need to verify the project approach as it has been already done on the Programme level within Project Brief preparation: https://prince2.wiki/processes/starting-up-a-project/ During this process, the project mandate will be expanded into the Project Brief. Keep in mind that the Project Brief will be used by the Project Board to decide whether to Initiate the project or not. Note: if the project is part of a program, then the program will provide most of the Project Brief. In fact, most of the work in this process will already be done by the program.

I thinkk A. is wrong. in Section 14.5.4.4 it says: "In any case, the programme manager should ensure the appointment of the executive and project manager, prepare th eproject brief,..."

I think C is the answer here, as per 14.5.4.4 from the Prince2 manual - the programme manager should ensure the appointment of the executive and project manager, prepare the project brief, alert the project manager to any relevant previous lessons and ensure an initial project management team is appointed.
