Is this appropriate, and why?
Closure activities should have been planned at the end of stage 3, not at the end of stage 4. This is to ensure that the project is well-prepared for the closure phase and that all necessary tasks and responsibilities are clearly defined and allocated beforehand. Planning the closure activities during stage 4 is too late and would not align with proper project management practices.
