Question 169

A new Training Delivery Manager is being recruited to replace the current manager in six month's time. The new Training Delivery Manager will need to review the

'classroom-based training materials' before they are finalized. As a result, the Chief Executive Officer (CEO), who is not part of the project management team, has stated that the project's duration should be at least seven months. Any deviations from this timescale must be escalated to the CEO.

Is this an appropriate application of the 'manage by exception' principle, and why?

    Correct Answer: C

This is not an appropriate application of the 'manage by exception' principle because the executive should set the time tolerances for the project. The 'manage by exception' principle involves setting tolerances for time, cost, scope, quality, benefits, and risk within which the project management team can operate. In this case, it is typically the executive on the project board who should set these tolerances, not the CEO, who is not part of the project management team.

Discussion

Correct Answer : A

mogasserOption: A

Chapter 12-Page 155: "In PRINCE2, the project is managed by exception against six types of tolerance:", and it lists the 6 tolerances (Time,Cost,Scope,Quality,Benefits,Risk). All of the tolerances are defined in +/- (range). Which means that exceeding the time tolerance + or - is considered an exception. In other words if you delivered earlier than agreed, it's an exception and it has to be reported. So answer D isn't true which leaves us with Answer A as the only right answer.

ManikRoyOption: A

A is the correct answer. Agree with the explanation of @mogasser.

ravi_awsOption: C

the CEO (who is not part of the project management team) is setting a time constraint and requiring that any deviations from this timescale be escalated to them. This does not align with the ‘manage by exception’ principle because it’s typically the executive on the project board who should set these tolerances. Therefore, option C. No, because the executive should set time tolerances for the Health and Safety Training Project seems to be the most appropriate answer

ravi_aws

A is incorrect because corporate objectives don't override enabling project governance. B is incorrect because the CEO is external to the project board. D is incorrect because early completion may be beneficial, not an exception. Therefore, C is the best answer - the executive should define the project's time tolerances, not the CEO.

ManikRoy

Option C is incorrect as executive can only set stage tolerance, Project tolerance is set by Corporate or programme management or customer.
