A new component project is approved by the program governance board. The funding for this component project will be provided by an organization different from the organization funding the program.
Would this be an acceptable funding arrangement?

The program and its components may have different funding sources. It is common for program components to be funded by different organizations or through different mechanisms than the program itself. This arrangement is acceptable and often seen in practice.
the answer should be B.
B is correct
It is a confusing question, in PMI book," it may be that the program is funded by one or more sources, and the program components are funded by entirely different sources". based on that the answer is B. while here in this case they mean that the project can have a full funding from outside .so may be answer is A
I think the correct answer is B. Refer to SPM4 Page 114 which states: Often the program itself may be funded by one or more sources, and the program components may be funded by altogether different sources.
Funding models range from those being funded within a single organization, those managed within a single organization but funded separately, or those entirely funded and managed from outside the parent organization. PMI®, The Standard for Program Management, 2008, 210
