Having an experienced team member to work with the new team member, will ensure the project is still going as much as it can. Option A will incur more Time and Cost. In case of the question, TIME. I disagree. The PM shouldn't come to such conclusion. Some people a knowledgeable but don't talk. I will go with C.

ok fine even if you are correct that PM should NOT come to such conclusion, the logical step is still not to have the team run a meeting that the PM MUST own and run. You do not turn over this meeting to the team regardless of need.
