C. The question is what needs to do first. Assessing comes first before coaching team member. Notice how the answer could pivot to A if the question is "what needs to do" without the "first".

just having some member lack hybrid knowlege so the first thing PM need to assess to indentify the needed for each member and then make the plan traning and coach them
