ACD is correct. Once you download the relevant software in panorama, the default option is to upload and install the downloaded software (the firewall is needed to be rebooted manually in this case in order for the upgrade to complete). The other two options in the form of checkboxes at the bottom are: Upload Only to the device (do not install) & Reboot device after install (which works in conjunction with the default Upload and Install option i.e. upload+install+reboot).

Please pay more attention to this question. There is a trap. The question asks " three actions can panorama perform" not "three options the user can select on Panorama". It means "Install and reboot" is totally false, because the panorama cannot install without uploading. The answer is ACD. 100% sure. You absolutely can upload and install with out rebooting. The PANOS just wont be the new version until you reboot.
