In order to create a new volume from the volume replica in a different region, you need to activate the replica. This step initiates the replication process and makes the block volume available for use. Therefore, activating the replica is necessary to proceed with creating the new volume.
In the console,under the core infrastructure service, go to Block storage and then click BlockVolume replicas.ensure you are the proper region that contains the block replica volume you intend to activate
