Attaching a block volume to an instance in a different availability domain is not a valid action within the Oracle Cloud Infrastructure (OCI) Block Volume service. In OCI, block volumes are only accessible to instances within the same availability domain in which they were created. This limitation ensures data locality and efficiency.
