You created an Autonomous Database without auto scaling. Which two ways can you enable auto scaling?
To enable auto scaling for an Autonomous Database that was created without it, you can use the platform's UI to click Scale Up/Down and select the Auto Scaling checkbox, or you can use a REST call to enable Auto Scaling. Shutting down and restarting the instance is not necessary for enabling auto scaling.
Restart is not necessary.
