B is the answer. Bandwidth is the size of the pipe. ie; I have a 100mbit network connection. This does not talk about the amount of data been utilized by the VM or its activity on the network. IOPs on the other hand are the input / output operations per second. ie; how much data is been read and written based on the amount of operations.

how much data mesured by the Bandwidth not the IOPS. IOPS used to indicate the performance.

Both Answers B & C are Valid, the IOPS mean the number of Operations Per Second, to calculate the bandwidth we need to multiply the IO * the Block Size. for the controller bandwidth it tell us the answer of the question (the amount of data ...)
