If a new RCF is required as part of a planned upgrade, the existing configuration should be wiped and a reload of the new config should be performed. The BES-53248 switch comes configured by default with 16 x 10/25GbE (SFP+/SFP28) ports and 2 x 40/100GbE (QSFP+/QSFP28) ports activated. So installing on ports 17 thru 20 needs new license.
