Correct Answer is C. Actually there are two Ways to Access Restricted Users from Security & Compliance: 1. Alerts->Dashboard->Other Alerts-> Restricted Users 2. Threat Management->Review->Restricted Users

In the Security & Compliance Center, go to Alerts > Alert policies. Find an select the User restricted from sending email alert.
