I was able to upload a private .apk to the managed google play store then create both an MAM and MDM app config policy and select the LOB app I had uploaded. I was also able to create a MAM config policy for the same LOB app but not by uploading it to the managed google play store as a private app, but by uploading it to intune only as a custom app after using the app wrapping tool regular android store apps could NOT be added to app config profiles
