A - if you are configuring duplicate rules at Organisation level C - if you are doing it in the Import Data Wizard. Enable duplicate detection during import globally in the duplicate detection settings (not on a specific rule). 2. Not touch the default "No" on "Allow Duplicates" on the last step of the data import wizard. None of these is on the rule itself.
