Correct. Computer2 got excluded from both rings due to dual group membership.

Due to Microsoft's policy of "exclusion over inclusion" and since Computer 2 is member of both groups, it gets excluded from both policies and hence no policy gets applied to it at all.

I'm not sure this is correct. If a device is assigned to both Group 1 and Group 2, the quality update will be deferred for 10 days. I though this is because when multiple update policies are applied to a single device, the policy with the longest deferral period takes precedence. Can someone point me to documentation that states assigning two groups cancel the policy all together?

Answers are correct.

I would say both are "No Effect" as both group are listed in the "Exclude" and as you guys know per Microsoft "Excluded" take precedent over "included or allowed" .. let me know what you think friends

Ring1 applies, Ring2 does not. Ring 2 assignments will not interfere with Ring1 assignment. This is how I see it.
