Server does not have access to internet. how it can use on-premises data gateway.

You can install it on another server on the same network that has internet access, like having a WAP server but in reverse.

Please ignore my previous comment. I go with On-Premises Data Gateway. Hybrid Connection is for App Services. On-Premises Data Gateway is for Logic Apps.
